Well, Cacturne is dirtier because of its Sand Veil ability and has more firepower, though Shiftry could do a tasty Solarbeam combo with its Chlorophyll ability. Shiftry also has more HP, though both have the same Defence and Sp.Def. Also Shiftry can use Amnesia and Extrasensory, while Cacturne can use Counter, Spikes and Destiny Bond.

All in all it depends on what you want. I think Shiftry is faster and has more attacking options, but Cacturne has a lot of scope for healing and dirty tricks. Prepare for hell on RuneScape in Naval Cataclysm!

Shiftry.

Shiftry has access to Defog and is (funnily enough) one of the faster users of it and doesn't immediately keel over to Rocks.

Shiftry also sits in a better speed tier and can work in both Rain AND Sun whereas Cacturne only works (moderately) well in Sand and Trick Room.

Literally, the only times you'd run Cacturne over Shiftry is if you want to go mixed (as it does have better mixed stats) or Trick Room (Which there are better abusers of it, like Egg Coconut Tree). Otherwise, Shiftry shits on it all day long.

Still Shiftry then. If Cacturne got Sucker Punch, I would say Cacturne, but Shiftry still edges it out simply due to its speed tier (80 was actually good during that time).
