Scald can work for a Vaporeon as well, in case you're going against Poison or Steel types or just want a burn to take the edge off physical moves.
Scald probably would've been my first choice, but unfortunately I'm playing Gen 3.

Ah, OK. In that case Water Pulse would be a better choice. Speaking of Gen 3, I'm up to Fuchsia City on Fire Red in a Pikachu only run. I want Iron Tail, but it's going to cost a ton of money to get the coins and I want to try and get it on as low a level as possible. It's not easy though; I had to level Pikachu up to 20 for Slam just so I could take Brock. Prepare for hell on RuneScape in Naval Cataclysm!

Both Slam and Iron Tail have shit accuracy, though I guess if you're going Pikachu only you kind of need the coverage... a little while ago I dropped 160 grand to get both Flamethrower and Thunderbolt for Dragonite, so good luck with that, haha.

Yeah, thing is it's really expensive and relying on Dig just to get through the Geodudes and Gravelers in Rock Tunnel was a nightmare. I can't take on Giovanni or the Elite Four like this knowing they will have Earthquake. I'll get back to it once I find a Tapu Fini with some good IVs in Moon. Here's a setup for Tapu Fini I have planned.

Bold/Modest nature, will take Calm.
EVs: 252 HP and Defence.
@ Leftovers/Misty Seed. Might use Wise Glasses.

Aqua Ring
Nature's Madness
Brine

Now at this point, there are three different moves I'm considering for the fourth on this set. Calm Mind and Substitute can be useful for extra bulk, and Ice Beam can give me extra coverage. I chose to go with Brine here as a follow up with Nature's Madness and to punish opponents after chipping away with other Pokes and entry hazards, so basically since I'm making Koko and Lele sweepers, and Bulu a tank with a Vest, I want Fini to be bulky and punishing at the same time.

Or better yet...just use Swampert.

Better defensive typing and doesn't autolose to 'Lax.

Leaf Green, no Swampert readily available. And I dislike the look of all the Gen 3 starters anyway.

I love Sceptile. :O

Anyway, my Lele only has 22 Sp.Atk IVs but 30 Speed and a Timid nature. Probably could have got a stronger one but wanted speed too; I actually soft reset over a Modest one with 31 Sp.Atk IVs because it was slow as molasses.

As for Koko, I was very happy with what I got. Hasty nature, 31 Attack, and 30 Sp.Atk and Speed. Perfect for a nice physical or special sweep.

Your Lele has HP Electric (Trust me, I did an IV check based on what you said about it)

Not the WORST HP in the world as you hit Z-Bounce Gyara and the odd Pelipper...but you're not hitting much else (And you have TBolt anyway, so meh). At that rate, I'd slap a Twistedspoon/Mind Plate on it and go:

Psyshock
Moonblast
Focus Miss
Filler (preferrably Taunt or TBolt, depending)

Mixed Koko....eh- dunno how I feel about it. I suppose you could slap a LO on it and go:

Wild Charge
Dazzling Gleam
U-Turn
Filler (HP Ice/Fire preferrably, but can also go Taunt and Grass Knot)

I'd have to check EV spreads to see what relevant threats it can hit assuming mixed, but I don't know if Mixed is the way to go in the current meta.

For me, I am currently working on hatching a shiny Lonely Defiant Mankey. Either going 236 Att/20 Sp Att/252 Speed or 220 Att/36 Sp att/252 Speed, Not sure yet. The moveset I am aiming for is:

Close Combat
Overheat
Stone Edge
U-Turn
