The idea here has very little, if anything, to do with fishing or the process of dealing with fish. The idea is that the massive number of other creatures in the game, like dragons for one that presently don't drop any meat when killed, would drop a carcass when killed. That carcass could be picked up and sold as is, or it could be butchered into different steaks depending on you butchery level and the butchering tools and butchering blocks that you use to turn the carcass into cook-able steaks.
These different steaks would have different healing, strength, and protective qualities.
Add this to the hundreds of other creatures in the game that we kill, that again drop no meat, and give all these different meats some unique benefit once butchered and then cooked.
Higher Butchery levels produce better cuts of steak (or various other cook-able products) and higher levels also produce more of the products. Higher Butchery levels can use better knives and saws (made by an addition to the smithing skill) and better butchery blocks (an addition to your POH and the construction skill) to produce even better products.
As in real life, different foods could help in many different ways. Throughout our history different food have been believed to make you run faster, fear less, make you stronger, less susceptible to injury, and even brought you closer to your god.
As mentioned earlier a dropped carcass could be just gathered and sold to those working on the Butchery skill, processed on the spot, or saved to use with your butchery block in your POH or butchery shops located around RS.
As I stated very early on in the thread, I'm sick of always having to take fish into battle and I really want to make a blue dragon steak.
