As a current music major, I am absolutely in love with the idea of a music skill. The inner music educator in me suggests a D&D where players can get together and put on a concert.

Absolutely love the thread, support!
I am hitting my head against the walls, but the walls are giving way.

Support. I would love to have another non elite skill. This is one of the two skills I would really love to have. Bards are a big part in fantasy, but as of late, not many games actually have a Bard Skill or Class.

I will say that I think the instruments needs to be older. Lutes, Lyres, Harps, Ect. I wouldn't want to see a modern guitar.

Also, this could help in PvE. A Bard or Musician could heal a group as long as they aren't in combat. Don't want someone to be smacking Nex in the face with a lute or something. Although I will admit, that would be funny.

Before combat, people could also use music to grant certain buffs. This could be increasing the time it take for a potion effect to go away or something similar.
Come the Sixth-Age, the world will need the World Guardian.

this honestly a interesting idea just in osrs you can get a music skill cape by collecting all the music around Runescape. I think this would be pointless in RS3 how ever. :) hello people of Runescape so I have been playing the game for a while now, more so Osrs then rs3 but I was wondering if anyone wanted to play some osrs with me add me. :)

Yeah. It would be impossible for some people to get the Music Cape if we just collected the music. I would much prefer to have a skill based around it. I think it would be a bit of a let down as well.

Possibly even a new combat skill and raise level cap to about 150 combat. Or however they would calculate it.

Also for cape, a pink, but not hot/neon pink I think would be a great base color. With white or silver trim. Possibly black. The pink I am referring to is the pink in SGS base color pink. It isn't too bright or too neonish.

Maybe there could be bonus XP available for unlocking the music tracks. Like, there are 1198 tracks. Maybe you could get a certain amount of bonus experience for every 100 tracks you unlock i.e

100 tracks - 5,000xp
200 tracks - 10,000xp
300 tracks - 20,000xp
400 tracks - 50,000xp
etc.

Mostly support, but a few things first (sorry if it's long winded but your idea inspired me):

I don't think any instruments should be made by different skills in entirety. Parts contributed by other skills, at most.

Second, I think you're missing a lot of potential for combat benefits. While a general support role in skilling would be cool, I'd love to see a skill that could support all aspects of the game. I think you should add in a few other types of instruments, then reduce the number overall of each type. Example: Instead of 2 types, with ten instruments per classification, I'd do 5 types, each with 6 instruments. Then of the 5 types there are 2 types for combat, 2 for skilling, and 1 for what I'd call utility.

Combat instruments at their first of 6 tiers can be activated up to a total of 10 minutes and this activation time can be toggled and while on the effects are passive. The first tier has 2 abilities, or "tunings" up to the 6th tier having seven, though only one can ever be active at once and to change tunings some resource is needed. Type 1 combat (percussion) would have all offensive abilities, type 2 (woodwind) defensive. Each tier is capped at effectiveness, however aquiring the next tier does not immediately grant you a new cap, you must "practice" it, i.e. earn exp while using it. This means every time you upgrade a tier, your new learned tuning will have to be practiced from the lowest tier.

Skilling instruments would hence be divided into artisan or gatherer themed instruments, I like the idea of strings for artisan and brass for gatherer. I like many of your skilling ideas already, and a fully tuned instrument can degrade as it's used in the ways you laid out.

The last instrument category would be left to ease of life and miscellaneous benefits or something somehow new outside of the rest of the skills, to help give music it's own identity and not feel useless unless used with other skills.

But the potential for combat!
