ive always thought a 2h shield would be great in game even if it was exactly the same as osrs version and couldnt atk. i had a post awhile back that you can add on to your idea.
it was to have some sort of jormungandr boss that drops either 3 small snakes individually or 1 snake and a way to imbue them.
you would also get a 2h shield from the boss was purely a def item by itself that couldnt atk.
you could add the imbued snake of whatever style to the front of it like a clingy mole and that snake is what makes it offensive with defender like dmg ratings.
melee snake bites obviously
range snake spits
magic snake glares/gazes (magical effect dmg)
anyway your idea is sound just thought id share. pssst....we know who you are. Hail Sithis!

New Armor Perk that only works with Shields:
Vicious Mockery
Basically like the Enhanced Efficient Perk but for armor Gizmos, and it is the upgraded Taunting Perk, specifically 2h shields.
The Perk not only has the effect of causing provoke to taunt engaged monsters in a 5-by-5 area of the target.
But it also has a chance to cause a debuff.
