I absolutely love the idea of a Black Partyhat, and Black H'ween Mask. I'm not sure how I feel about a new colored santa hat, but I could be persuaded with new drafts and designs of what that might look like. It has been years since we've seen new holiday items, so it would be cool to see some of these in the game.

If any new rares are added they will only be manipulated away from every day guy who wants 1 for the looks and not just for the profits.
Black P-Hat will just goto No 1 higher then Blue in days if not weeks of coming out. (My opinion)
I don't see any options to add something that in a few weeks or months will be worth billions.
Thats the issue these days with rares. They and this is my own opnion have just out priced themselves and the general player who would like 1 now just can't afford any. I'm just happy I have my collection now as I would not buy any at todays prices. I just couldn't afford them. (I could but don't want too)

Rare, or not...people are going to manipulate and "pump" items regardless. A solution, if Jagex didn't want these items to reach "billions" they could intentionally release a large quantity. They could also consider making it available through a token format, and relatively accessible through Treasure Hunter giving players a chance to access it at cheap prices before becoming a future collectible. We've seen fish masks maintain a very low price for years, although part of that is vanity. I think you're right that if black phats are released...it doesn't matter how common they are. People will stockpile them in their banks in hopes of them becoming valuable in the future.
Look at the prices of gem tokens, for example. There are so many items that weren't intended to be incredibly valuable. Why haven't Gem tokens returned? Players have decided to collect these items, and through time...scarcity, and in some cases hoarding we've seen items reach highs hat may have not been considered possible.
I don't think these items shouldn't be introduced just because of fears of them becoming "merch items". That's going to happen regardless to pretty much any item that is somewhat scarce. A solution could be to introduce these items in an untradable format, I suppose.

I don't feel like the notion of "not wanting items to get too expensive" justifies not releasing new holiday items, when we've seen instances of numerous items that have reached billions due to Jagex not rereleasing these items.
Look at Zombie Walk, Assassin Walk, Gem tokens which include many items that are now billions. The Summer Prize token (hundreds of millions). While Jagex may not have intended for these to all reach these high valuations, it seems that inevitably content they introduce over the years leads to items that tend to become scarce. Some items seem to be reintroduced regularly, and then there's some items which have never been reintroduced (intentionally or unintentionally) making these "pseudo" rare items.
Looking at the economy, inflation, and valuation of items, I think it is clear there's a new for a new form of currency similar to platinum tokens on OSRS, and/or new holiday items on RS3. The sentiment of not wanting folks who "missed out" to have to pay more expensive prices in the future shouldn't inhibit Jagex from introducing items that players have been asking for...for years!
