I don't think that I can support the re-introduction of the original colors to any capacity. Yes, many holders of the hats nowadays may be manipulating the prices heavily, but it's still an end-game goal for many; but with everyone having one, the appeal on discontinued holiday items is then essentially worthless; i.e. Golden PartyHats.
If Jagex really wants to continue to expand the market within that area, there's plenty of other colors left that sure, could be brought through MTX for a limited time towards only specific, harder to achieve criteria.
Overall, I think whatever an employee may propose on a stream or a social media post has yet so many more hurdles to overcome before it's put into play. In other words, I cannot see this ever happening

The Gower's ruined the game by selling it, it's changed hands multiple times for profit

Jagex owns the only party hat, and they manip it themselves But I mean, we've all had fun playing the game.
The game has always been about hype. Phats were just about getting in early, before they went up. Jagex has actually done an amazing job, in at least some ways, of keeping the game relevant. I dunno if the smithing rework was good or bad, but that was some serious work. The quests are amazing. The PvM system might have been better if kept more the old way, but there's a lot of effort there.
We're, in a way, lucky the game is still around. I cannot for the life of me manage to catch Covid. Perhaps it's because I didn't get vaxxed? The travails of those lacking immunity.
