It would be very unlikely that it would happen, due to two main factors.

1. Jagex would have to go through alot of contents to fill the gaps or remake the whole existing contents for each skills to balance things out, which is alot of work to them.
2. Jagex would risk losing a large amount of players because the 'end' of the game is increased dramatically, making it unrealistic to continue playing.

Lol what are you even saying? Just because there are around 50k people logged in at the same time doesn't mean there are 50k people playing the game. There are hundreds of thousands of people playing the game actively. Not everyone who is maxed is even an active player. Your comparison makes 0 sense.

1. The content could be added over time.
2. Look at the number of players with xp over 13 mil in a skill. Do you not think most of them would not appreciate higher rewards and training methods as they go for their 120 capes?

I would say only a portion of those players with XP over 13 mil in a skill would appreciate higher rewards and training methods. 99 to 120 is a very long way to go, extremely tedious or costly for some skills, which would kill the interest to carry on playing. Imagine having to do skills like agility to 120, how many would want to do it?

Like what I said, the 'end point', Completionist cape for example would seem very far away and impractical to obtain, which would lead to a substantial amount of players to quit and move on with life or find another game to play.

Having the 120 cape is a wiser move, because players choose whether they want to train for it to look nice, instead of making it a requirement for the 'end point'.

Tbh i would love to see skills go up to 120 maxing isnt even time consuming anymore and we already have 2 almost 3 players with 200m all skills...thats way crazier than when skillcapes were first released i beleive noone had max stats.
