I guess we still get into the discussion of filling the holes/gaps on the way to 120. Hence part of the problem when they did Slayer and Invention.
Slayer to 120 - Jagex said "it is one of the most popular skills". Partially true in that there are plenty of ways to train it, and it is a practical way to train the 5 combat skills, and get charms, and to make money. And don't forget the pet collectors.
But it is also popular for the wrong reasons: primarily it is the most effective way to gather resources
mining/smithing rework will

debunk the ores/bars problem. but for the longest time, this has been 1 of the main offenders
it is still the best way to gather gems and herbs. and it is an effective way to do Farming if you do Seedicide with certain mobs.
Combat to 120 may seem like an inevitability. Initial issue is the messing up of combat, primarily pvp. players are going to complain that a certain build will now be "messed up". true, Jagex never made the game to cater to pures. but the game does favor it in some circumstances.
the other issue is the lack of mobs that benefit from us being that high of level. at the point of being 110+ defense and primary combat style ... you'll be turning most of the current bosses in game into the same ease that you kill the KBD. and bring bosses like Vorago into the soloable category.
Which companion skills do you raise up?
Thieiving and Agility could be raised on their own as there is limited content that they would "break" in any meaningful way.
The safecracking update makes a rise to 120 a bit more doable, even if they don't release too much content at the start.
If you raised Farming, not only would they need a host of new plants, they'd effectively need to add Herblore to 120 too.
Cooking and Fishing would need to be raised together.
and so on.
Woodcutting would probably get Fletch and FM raised all at once.
Then they would need to fill in the spaces between 99 and 120.
