The current level 99 is great.

Just increasing the bar for the sake of it would be less preferable to releasing new, well designed content.

The original poster also asked if maxing is the ultimate goal for everyone.
IMO it does not begin as the aim and there is a lot else to do than purely focus on skills. But, as time goes on, it may become the natural goal as you would have experienced a lot of the content and through that already have mid-high level skills.

It's one thing to be maxed and a completely another thing to get 104m xp. I don't see the reason why Jagex should focus on high level content as much as would be required for 99-120. A lot of that content would also be rather dead since, according to RS Wiki, the number of 120s is still rather low (other than dung but that's obvious due to completionist and how fast xp it will be in the end).

As an owner of a 120 cape myself (Mining) I can still say my end goal is to max my stats, after that all my goals are money-related.

It will reach a point one day where we will need every skill to go to 120 in order to keep producing new content, however I do not believe that it will come one day soon, and is still a couple years off.

Jagex once stated that they do not plan on making anything an actual 120 skill besides DG, other than virtual 120 for "true mastery" or a skill.

I supported this years ago before I had a 120, I say do it for all skills. Unfortunately the crybaby maxed/leaderboard elitest handicap kids cried about that, and Jagex pandered to said small niche group.

All "flaming" aside.

They should have implemented a prestige system, because then we wouldn't have to be dealing with the "inevitability" of increasing the level cap when we get to level 99 gear, unless Jagex deals with that by entirely ignoring it and never releasing higher tier gear than 90. Which would be insanely boring.

With Invention serving as high-level content for the artisan skills, we should see those skills raised to 120 to make the most of Invention. Given how the gathering skills are meant to feed into the artisan skills, those should also see an increase, although maybe after the first "wave" of Invention. I could see the Expert Skillcapes going to the point of requiring True Skill Mastery (So basically True Expert Capes), but maybe Combatant and Support should happen later. Jagex would want 120 skills to take up a massive update, and artisan and gathering skills would be enough, while combat skills would likely cause a great divide in the combat system that Jagex would want to avoid. Then you have the planned Mining/Smithing rework. Maybe just start with those two skills and work up to the rest of them?
