They should also remove the 200M xp cap.
I would like it if all skills went to 120, support.
Even on Ironman getting 99's is stupidly easy now, at least 120's take a little bit of effort.
However, I don't think there should be any bonus from skills past 99. For example, 120 attack would be the same as 99 and prayers/pots would only boost the skill like it was 99.

So you essentially support skills going to level 120 cosmetically and not functionally. How exactly is that any different then having cosmetic 120 capes right now?

Why do you ignore many of the posts that explain why this would be a completely nonsensical update?
For the overwhelming majority of the people playing the game, getting a max cape "within a few months" is pretty much an impossibility (most players are busy with school, work, and other real world obligations that limit the time they can spend playing the game, which means getting max/comp takes years of effort). It would make absolutely no sense to implement an update as major as the one you want just to cater to an extreme minority of players who have pretty much devoted every waking moment of their lives to no-lifing the game.
I'm not trying to be rude, to insult anyone, or anything else like that, but what you're asking/suggesting is completely unreasonable. Implementing an update that would alienate 99% of the playerbase by turning what's typically a long-term goal into one that's literally impossible for most people would basically kill the game in the span of a single day. It's most likely a big reason for why every 120 cape other than Dungeoneering is completely cosmetic and it's most likely a big reason for why that's unlikely to change for the game's existing skills.

Mostly for the progression and making the highscores a bit more interesting. As someone who long ago maxed on my main who has recently been playing Ironman I've been surprised by the sense of progression skills under 99 offer. I'd like to see actual levels past 99 because because just having the levels gives people a sense of progression towards their 120 cape.
A decent amount of the active community is maxed or has many 99's, should give us more to work towards besides far off cosmetic goals.
Obviously actual content all the way to 120 would be shiny, while potentially all that content is something that could be added in the future I would rather the huge amount of dev time be instead used filling in the gaps up to 99. It seems more logical to me if Jagex were to spend most of its dev time developing content that most people can enjoy (sub 99) and only a small amount of time making content a small amount of the community (just cosmetic levels, rather then levels+content up to 120).
I wouldn't be against content eventually being added to 100-120 levels, but giving people the levels in the meantime seems like a easy compromise. Remember that besides the 99 cape it wasn't until recent years that most skills even got 90+ content, but no one ever suggested skills cap at 90 because of that.
As a personal note, I'll enjoy 200m all more if I have levels to 120, simple as that.

Just because people can be maxed quickly doesn't mean that people actually get then in that time. If you maxed then get comp if you got comp get trimmed. Maxing isn't the end game and there are so many skills that are just trained to get 99. First fix those and worry about 120 later. If just want 120 for the levels, you can always start over and til you get 3120 levels and 2.7b+ xp.

With 120 skills comes 100-120 training methods, meaning far better and faster XP than we are used to now.
Countless players have Max capes/true mastery capes, and countless more have stats that would equate to 110 or greater, often in multiple skills. This update would not be for nearly as small a fraction of people as you claim it to be.
This would not kill the game. It's one of the greatest ways it could possibly revitalized. Post-99 skilling methods would offer absurd xp, making things past 99 MUCH better than the grind to it.
Most people would not be alienated by such an update. If anything, most of them would probably be excited by it. A few months/years back MMG made a statistical graph of what the average RuneScape account looked like, and I think you would change your mind quite a LOT if you educated yourself by looking it up.
Based on the highscores, there are 15641 maxed accounts. With 1902809 accounts on the highscores, that amounts to approximately 0.82% of players on the high scores.
Now, there are a total of 28015 players on the high scores with a total level of 2574 (Note that this is only 21 levels less than max, and includes people with higher than 99 Dungeoneering and less than 99 in other stats). This amounts to approximately 1.47% of players on the high scores.
Seems to me that's a notably small portion of the community to be catering to.
