While that would be epic, I definitely do not see jagex doing that. Besides, we have the world gate to get there. Maybe one day we can fly, but not today

The Stormguard Citadel is shaping up to be a pretty sizeable and lore-heavy batch of content, possible the biggest Armadylean/Aviansie one ever - judging from the streams how much stuff the Archaeology skill is including that is lore-heavy, not to mention how big the areas seem. If the reactions to it are good, it could definitely give more arguments to ROP internally, if it's still a thing
It is also nice to hear they have reworked the Temple of Ikov in the latest stream, to what extent that means remains to be seen, but I think it's pretty much all a graphical thing. We got a good look at the outside ruins and it looks good - especially the fancy new portal!
If we're lucky and all goes well, we might get a showcase of the Citadel itself on Friday's video. Which would be our first look at how a very modern floating island will look
We've also learned that Stormguard will require level 70 Archaeology, so it will take some grinding before it unlocks, even more to unlock everything! Rite of Passage

I think it'd be very possible to do mini-quests without replacing ROP, for people who just want straight up lore. For all intents and purposes Stormguard is kinda that (with a brand new island to go with it, so mini doesn't really suit it

On reddit they have uploaded the video showcasing Stormguard Citadel, I recommend checking it out! There was a nice picture there too
As you can see it's designed to be stormy, so it's a nice sneak-peak of how Abbinah could look.
