We train it doing all kinds of skilling and killing. Undead mobs drop ectoplasm, ghost essences, soul fragments and such physical ingredients. We probably get different kinds of undead energies siphoning divination springs and Runespan mobs/nodes, offering bones/ashes to deities or undead idols etc. Then we bind all the ingredients together with invention and herblore.

Like Archaoelogy, maybe we will have something equivalent to the Mysterious Monolith where we put all our new creations together and choose a few of them at a time, for a price. Sort of a ritual site, with a ritual marker where we choose our Necromancy ritual perks.

The necromantic focus from arch will have a use in the skill, add some necromancy ingredients to it to make a skilling main hand or offhand that has multiple tiers. A hero necromancy item will be added. Necrovarus and malignius mortifer will be involved in the skill. Zemouregal won't be as he hates the former world guardian but will be mentioned in lore related to the skill. There will be a spell added to all spellbooks to forcibly control eligible undead for either temporary use or permanent to add to a list of types of undead to collect like the slayer codex. Salve amulet (e) could get some sort of buff from necromancy skill. Undead slayer perk will get an enchantment type item where you consume it to permanently gain undead slayer perk at all times without needing the perk on your weapons.

I think it'll be trained in a similar way to archaeology. We'll gather wisps / souls / essence from killing something or depleting a resource (so its applicable to combat + skilling). Probably end up storing them in various crystals (tradeable). Then we'll sacrifice whatever 'life / essence / memory' that was in them to learn new things or gain temporary buffs. It could be like herblore. When it comes to what skills (or things) you can buff, I'm hoping it'll be a really broad tree (sorta like skyrim, if anyone has played that) so we can upgrade or specialise our accounts and make them more unique / add an extra level to the 'meta'. Who knows though. I don't think THEY even know yet, threads like these could be inspiring them. Bob says:
A bank PIN will keep your items secure.
Always check the second trade screen.
Never trade in the Wilderness!
Keep your computer keylogger-free and virus scanned.
Never give your password out to anyone.

I don't know exactly what items we need and the rewards, but I am pretty sure this skill is heavily based on lore we are familiar with the past 15 years. Like Archaeology, Necromancy is a lot more than just a skill.

OSRS might be getting a skill called Shamanism - it sounds a lot like Necromancy to me.
The 'spirit realm' seems like an extension of Varrock's 'Dimension of Disaster' quest.
I can't see them adding the same skill with different names, so could that tell us something about Necromancy? Why would they call it Shamanism, seems strange to me. Thoughts?
