Necromancy will take place all over Gielinor, as we are told with today's RS3 Roadmap we are about done with the Necromancy in the Fort (2 more related updates to go).

Fort Forinthry has almost served its purpose to Necromancy as Anachronia is to Archaeology. We are going to build our Fort continously this summer after the release of Necromancy, but I expect most Necromancy activities will not be limited to our player owned Fort.

Wonder if the tutorial will basically get players all the way up to Level 20?

Be interest if the Tutorial got you all the way up to Level 5 or so, and then they make an F2P accessible intro quest that gets you up to 20 so you don't need to worry about "training" the skill over the first part.

That is what I expect it will be like, similar to how we began training Archaeology.

Also, like Archaeology, I am predicting Necromancy will be a P2P skill, with a level 20 skill cap for F2P. I would be happy if this turns out to be the 18th F2P skill, although I believe that is less likely - possible, but not likely.
I've been putting out fire with gasoline! ^_^

Necromancy is actually not just one form of magic, but several different ways of communicating and bring back undead NPC (or even us players).

The common way is probably just letting undead to go back to life like what we have seen with Zanik.

Another way is through altering histories like what we have seen with the Once Upon a Time in RS20 Aniversary quest series. The Needle serves as another portable device for this method too.

Yet another way is through transferring the dead's soul (or equivalent) to another body. We have learned about this from the Dragonkin. They experimented it with a salamander, and Kal'ger also used this trick to become a Kal'gerion demon. Robert the Strong might have become Bob through similar mechanics too.

Mod Jack said the 250th quest will not be a special one, but there will be a very special one later this year. This most certainly is related to Necromancy. Like Recipe for Disasters, perhaps we will have a grand 10-part Necromancy quest or something bigger than that magnitude.

So far the only "leak" we have was from former RS3 Jmod Raven when he replied to somebody's Reddit statement that "Necromancy is always a part of magic/summoning" (4:43):

https://www.youtube.com/watch?v=LpQJsDPDm1o

"You have a very limited view of what Necromancy could be in that statement, I'll put it that way. The team (RS3) will surprise you. ;) "

Seemingly, Mod Raven has told us Necromancy is much more than just magic/summoning.

Most people are probably pre-occupied with Necromancy being magic. However, "magic" is simply something we can't explain with our knowledge, so once when have found out what such "magic" is, it is no longer magic, but science or invention.

I'll put it this way, once when we found out "souls" are just the brain waves of creatures, then necromancy is no longer "magic" but a new form of scientific skill. :)

We may see some of the characters and stories of the new Runescape: Untold Tales of the Godwars comic book showing up in Necromancy:

""#6: RUNESCAPE: UNTOLD TALES OF THE GOD WARS – FCBD 2023 #1 | TITAN | 2023 | The crossover between fandoms of video games and comic books is more extensive than most people know. This is prevalent in the first official debut of Runescape in a comic book medium. While the game has been around for more than two decades; for many, this twelve-page preview will be the first introduction to the world. This issue delves into the history of the monumental event known as God Wars.
This will be a four-part series and is said to debut a new character that may also appear in future versions of the game.
Be on the lookout for that series! In the meantime, grab your not-so-free copy of the first appearance of Runescape! We tracked it at a high sale of $20 for a raw copy and an NM FMV of $8."
