"Online players" are just online players at a snapshot point. They aren't actual active players that misrepresenting such numbers will result in real world regulators investigating into "crooked logic".
OSRS has more "online players" than RS3, but there is actually no indications OSRS has more "players", "active players", "playerbase" or whatever crooked terms, than RS3. We can all ask the real world governments for guidance. Fukong learned it, Jagex should know it, and I have absolutely no doubts Carlyle Group, one of the world top 3 private equity firms absolutely knows it.
