So it's not true that the first one to put an offer gets it?

example: R2h

Buy offer 2k -> put at 1pm
Buy offer 30k -> put at 2pm

bank clearer comes along and puts in a r2h at 1gp.

According to this guide the offer would go to the one offering 30k, but some people say first offer goes first so the 2k would get it?

There are some picture of people buying more expensive items very cheap which could mean first in first get?

Picture example I saw: Someone selling bandos hilt at 1gp to see it go fast and it sold for 2k. Does this mean nobody else was buying a bandos hilt?

Other example: Dragon full helm bought for 100k, yes dfh is crashing but still people are buying for 1-2m. Does this mean someone get very lucky with his 100k snipe that no other offers were on the ge at the time? Or does it proof the first offer in, first to get?
