If you are referring to the Jagex Account Guardian, you need to send a ticket here.
If you didn't have Jagex Account Guardian, and you don't have an email linked to your account, you need to link an email. You can do this through the setting an email page.
If you don't have a registered email you can try recovering through their automated systems. You can do so by following the steps here.
If you are unable to access your account in any way/shape/form and you do not have JAG, and automated recovery does not work, you need to submit a manual recovery explaining the issue. Try following these steps.
