1. All clans and individual claimers must apply as themselves, not on behalf of anyone else.
2. All clans and individuals must wait a one week probation period before being allowed to vote or participate in open discussion at Community meetings.
3. Unions may not vote on behalf of those clans or individuals within.
4. Clans may not vote on behalf of other individuals.
5. Individuals may not vote on behalf of other individuals.
6. One must express their opinion on the topic prior to voting.
7. Non-members will not be allowed to claim land or participate in meetings or poll voting. Lands will be revoked if inactive and they do obtain membership within a month.

For the love of god, can we please not make a ginormous list of rules that all say the same thing? There is absolutely no point in doing that it other than discouraging people from reading.
Infernal Phoenix votes yes if we can stick to the core of the suggestion by compiling the "junk rules" into one.
1. Both clan representatives and individual claimers must personally express their opinions on a vote for their votes to count. This means leaving a post on a forum vote or saying so in person if voting at a meeting.
2. All clans and individuals must wait a one week probation period before being allowed to vote or participate in open discussion at Community meetings.
3. Non-members lose their World 31 privileges until membership is re-obtained. Privileges include claiming land, voting and attending meetings. Lands will be revoked if a player is inactive and does not obtain membership within a month.
