Applying the KISS principle to this, my grandfather often says "I don't feel and I don't complain."
Good intentions, but unfortunately lists like this have been flawed because of false/incorrect reports and name changes. I also don't believe in banning people who have committed offences outside/before joining our Clan; to keep it simple, it's not my problem.
On the topic of scamming, most Clans have mitigated that problem years ago by prohibiting "asking/begging for ranks, items and money". Most of the time a good old slap in the hand admonishment telling Noobs to not spam with that nonsense 'cause we rather teach them how to grow their accounts under the "Feed a man a fish and he'll eat for a day. Teach him to fish, and he'll eat for a lifetime." principle is sufficient to deal with them.
On the topic of lurers, it would make no common sense to try to lure someone from your own Clan. That's just treason. A good way to mitigate this is to have New Clanmates go through a rigorous application or initiation process. Those that go through the process will have a higher appreciation of the Clan and a sense of belonging.
On the topic of hackers, the best we can do is raise online safety awareness.
And finally on the topic of toxic people, there will always be toxic people. Communities agree upon rules to deal with behaviors we dislike. But rules are only as strong as the police/moderators who enforce them. Over the last 10 years, my Clan has revised our rules typically every 3-6 months. We rarely have any drama.
