I feel this could be handled in a better way that doesn't involve blanket-banning people from a specific clan.
How about instead of banning Clans, we give clans a "Friends list"? If you're on the Friends list then you can join even when the Guesting option is disabled. Not only does this solve the problem you describe, it's also a feature that Clan leaders have been requesting for some time.
Can confirm that the throwaway accounts issue is a very valid point; my clan has dealt with it to the point where we've had to disable guest chatting to keep them out.
