This was also my top suggestion as I also feel is would be a much valued update and potentially not too much work to implement as the triggers are already in place as shown in my mockup.
Here is the mockup I would use as a minimum to track 4 states of citadel activity:

Using this setup would give us a far greater activity tracking abilities compared to just fully capped, because I know many people do not completely cap if upkeep is met for example, but the majority do tend to hit the quarry masters approval.
Finally, it is essential to simply add API support with this setup, outputting the status as a mere 0 1 2 3, in order for off sites to track these with ease, and potentially add a total counter to keep track of pervious weeks in a much quicker time than it would for the web team to add(since they have a massive workload).

Nice one, although should we label it as capped? i know its the common word used but it is kinda slang within clan communities, a newcomer viewing clans would be confused by it?
They were features some people were keen to request, but are not changes we would be making even if they had been higher up the list.

As I recall, something similar was said in the past related to cool down.
Capping/Upkeep isn't popular with members of many clans.
It's become a weekly, time-consuming burden that takes up more playing time than it should.
If we still must pay upkeep for our citadels, it shouldn't require more than about half an hour of our time each week. Two hours is unreasonable, especially for players who play a healthy amount of time. Some weeks, citadel capping is the only game activity my clan mates have had the time to do. With all the other content the game has to offer, that's not right.
Jagex must be aware that it's a problem since they've offered citadel boosters. If boosters remain as the only means to shorten capping time, it will be a decision based primarily on corporate greed. Upkeep shackles us to playing the content while feeding that greed.

Hmm this is a good reason. Yeah I can see where you're coming from.
I'd support cutting the individual resource cap in half and all upkeep/upgrade/customisation costs in half too.
Hmm.. But this may give trouble on update with already collected resources, and contributions to customisations over the past weeks or months... So..
Another idea (with the same outcome) is to increase the base amount of resources gathered per action, whilst still ensuring that the exp/h rate stays the same. The result will be that you'll be done quicker, and get less exp from the total citadel resource cap than is the case now.
edit: perhaps the avatar buff 'skill plot bonus' could be involved too? Maybe a reworked/enhanced version with much bigger speed and area cover increase or so
