CLD - The purpose of this Discord is to help better network our clans, share events, build on and discuss clan based ideas that can be shared into CLF for further general discussion and presentation to Jagex.
CLC - We want to support Jagex by presenting our ideas for game improvements in a cohesive fashion. We also aim to work on community and clan projects as a team, taking a different approach to presenting our ideas to Jagex.
Two separate Discord channels, both with essentially the primary function to improve clans, is what I see as a duplication of effort.
Both channels use the CLF as a basis. It would seem natural that discussion of the same ideas occurs in both channels. This could result in unnecessary time/effort of each leader belonging to both channels, either through input or simple reading.
If the CLC is truly "complementary to how the CLD functions and [has] no duplication of effort" then there is a greater potential for anyone not belonging to both channels to be left out of the loop somewhere along the line.
Centralizing all the discussion of ideas into a single channel would ensure everyone is seeing the entire picture and would lessen gaps or repeats in communication. As clan leaders, we all have some sense of responsibility and should have a decent degree of maturity, so incorporating the functions of both channels into one shouldn't be difficult.
Since "all bar one of CLC's 7 helper/admins are active participants in CLD", it would appear to make sense that some of the functions of the CLC could easily transfer over to the CLD as committee or community projects, worked on by a subset of the CLD.
This is only my perception but I don't think I'm the only one to wonder why we need 2 Discord channels for the CLF when really everything done on both could logically be brought under one umbrella.
