Now with the formalities out of the way, here is a little blurb from my clan's monthly skilling competition.

These clanmates have been switching places multiple times a day all month long. We're not even two weeks into the competition and this is what our competition board looks like already...

Bubzebeele -- you can try posting on "Flag a Concern," but as you admitted, the account was used to break game rules so the ban was applied correctly. This page summarizes Jagex's policy regarding permanently banned accounts:
