I think the next most important one be to have as a rank permission would be ability to add/remove from ban list.

I think in summary the idea is that the code should be written in such a way that where possible, each clan can decide how they want to limit all permissions and not Jagex.

Don't see much value in creating a laundry list around this. If I had to pick a specific permission to focus on I'd say changing ranks or or the ban list as these are more operational in nature.

Clan colors, motto, homeworld, etc. aren't likely to be changed very frequently and/or by someone without a high rank. I would say these would be lower priority to most clans.

This is moving in the complete opposite direction of a permissions rewrite because it's limiting what clans can do within their own clans. You can already do this - if you don't want to rank up someone for a week or two, then don't.

I don't think it's wise or fair to suggest that right be taken away from other clans who want their rank structure to be based on other things than just time. The purpose of the permissions re-write is more flexibility so that clans can run their clan the way they want to, without Jagex's code or imposed limitations affecting clan structure.

Hey Shauny - This is one of the threads made to gather which updates from the Clan Permission rewrite were going to be worked on by the ninjas but they wanted to know which had the highest demand to work on it that way. It can be found here.

Mod Asherez also tried to pick it up and had some discussions on this thread it also linked to another thread which was in the ninja forums which isn't on the forums anymore, will have to see if someone has it saved/archived.
