Because a ban is considered to be issued to a physical *player*, not to an account. Would be a bit pointless otherwise, wouldn't it?

If bans were applied to physical players, then why are people allowed to return to the game on new accounts after permanent macroing bans? If the bans were on players instead of accounts, then an I.P. Address ban would be consistently used whenever there's a permanent ban.

Logic from this clearly shows that the bans are intended to block the account(s), not the player(s) themselves.

Because a ban from a specific privileged access forum is not the same as a normal ban from the forums or in game - where we remove someone from the CLF or HLF then it is not appropriate to allow them access to that area on another account. The same applies in the case of specific types of bans issued in game for certain offences - a player can be banned, rather than the account, where we deem necessary. In those cases where we issue a permanent ban from the CLF that is the case; the player is banned, not the account.
