Lisa he would just have to check to see which clan you put on your application and see which clan that account is in. If they match and the clan qualifies for clf then he would have to check the entire member list to see if that clan already has two reps or if the person requesting access is in a position of authority in the clan to make the request.
I don't think there is any automated system that checks. It's just more work for Matthe.
