1 - Capping is already being considered as too big a factor in clan life - making it mandatory for taking out the avatar would make it even more imposing, especially because the current attitude of no xp waste makes avatar use necessary for almost all clans. At heart a clan is based on chat and doing activities together - the citadel is a bonus feature and should remain as optional as possible.

2 - Many clans have capping events soon after their building tick. If the avatar can't be taken out because none of the admins have capped yet, that would greatly reduce the incentive to attend such an event. -

I think my points can be applied to all clans, not just those with maxed out citadels

But regardless, if there's a toggle then that solves all issues of course -
