So I had an idea for my clan a while ago and it works great. Of course its not perfect but I thought it would be a good alternative.

Question:
So I came up with a system for clans to use and I was wondering if its against the rules in any way:


So if a clan wants to have a bank system they can do it the following way like my clan does:

So we have an account that only I log into that is our clan bank account. This account holds all the money that is our clan "bank". The money can be used by my organizers to fund their events, or members can apply for a loan/grant from it. But before we get into how you can get money, lets talk about how we get money to fund it:

~~Gaining Money~~

So a lot of my members go bossing, and make money in several ways. Instead of capping we give them the alternative of donating 2 mil to the clan bank per tick. This is an ALL OR NONE deal. It doesnt matter how much they have gathered they must pay the full 2m.

My staff hold a couple boss masses like KK, Nex, Corp, and Rago. Every month. The members enjoy it because it gives kill counts, however all drops go towards the clan bank. Not every mass we do does this with the drops, only certain ones.

Also, a lot of the times my members just like to be generous and donate GP to the bank.

~~Sending Money~~
When a member needs money for whatever reason, they can apply for a loan on our website. We ask questions like how old they are, what their rank is, how the plan on earning the money back, how long they need, the amount, etc. Then the bankers (explained later) determine if the loan will be approved or not. Details like the exact amount, or repayment date, etc. CAN be altered by the banker based on the answers of the applicant. So they may not get the full amount they requested.

Organizers can request money from the bank to fund an event they are holding. The max request amount is 10 mil per 30 day period. This doesnt have to paid back.

~~Bankers~~
5 people in the entire clan are selected to serve as the clan bankers. They remain anonymous to the rest of the clan, so that people cannot talk to them for their loans. If their identity is revealed as a banker, they lose their right to be one. The bankers make all decisions referring to the clan bank. I have no say at all.

~~Rules/Policies~~
Of course scamming is a risk in the bank. However, if a member leaves the clan without repayment they are banned from the clan and whatever clan they join will be told that they scammed our clan. In order for this to stop happening they must pay us back the remaining balance THREE TIMES OVER.

Clan members are always given a fair amount of time to repay, and if something happens IRL an extension is granted. If a member is late on a payment 10% of the initial borrowed amount is stacked on what needs to be pay backed every late week.

~~Final Statements~~
Of course there are trust concerns, like the honor and morals of the owner, or the members. But it does work for my clan.

The Caped Carousers have a bank to help players in distress or straitened circumstances. It holds cash and F2P items, runes and raw materials.

Financing comes from clan members, on a strictly voluntary basis. The bank operates as a mutual society, meaning that only those who have previously contributed are able to seek its assistance. Note however that donations to the support system are just that: donations. They are not refundable under any circumstances, including but not limited to withdrawal or removal from the Caped Carousers, and this is made abundantly clear to all concerned.

Those receiving assistance are asked to return more than they were loaned, but no more than they feel they will be able to afford. Repayment periods are agreed on a case-by-case basis, and will be renegotiable.

In the event that a loan is requested because an account has been compromised, we will need to be convinced that appropriate and sufficient steps have been taken to secure the machine(s) and account affected, before any loan can be made.

A thread in our clan forum shows what is currently on the account, details all receipts from members, and shows where assistance has been granted. This allows for full transparency.

Since all the accounting is public, nobody need contribute if they don't want to, and it's all within the clan, we do not consider it a 'trust trade'. Full oversight is provided by all clan members.

In addition, our clan leader and a designated Auditor provide direct oversight of all aspects of the clan bank's operation, including random spot checks of its contents. To prevent conflict with Jagex rules, the account owner may neither donate to nor receive assistance from the clan bank.

Should the bank close for any reason (e.g. clan leadership decision, re-introduction of trade restrictions), anything remaining on account will be distributed to all current members by way of a drop party.

This system has worked well for us.

Our clan has a similar clan bank account that pays out for competition wins, loans, etc. I think it would be nice to have a clan bank built into the citadel, where members could deposit and withdraw gp (having been granted the required rank/permissions)

I wouldn't mind a clan bank for covering the costs for clan pvm instances, challenge gems, portables and a clan stockpile of anagogic orts.

A bank with limits (set by the clan) for removing / adding dependent on clan rank would be nice; alongside announcement settings (like:
"Player x has removed cash from the clan bank"
).

I can see why Jagex may be hesitant to add something like this; but I think it is safer and a lot more flexible than what some clans resort to as an alternative.
