The people on my banlist are all parts of the clans history and all deserve to be there, we rarely take people off, because even 3 years down the track, when people return to rs, they've tried to guest in our clan. Just in the past week we've had to add a handful of people because of 2 ex members. When the list is full, we remove the obvious alt accounts (over the years for example we've had J1ron J2ron J3ron etc etc) that are just throw-away accounts.
Turning guesting off, whilst technically an option isn't an option for most clans, including mine. We have heaps of frequent guesters daily.
When it comes to the list of improvements I think should be made, I don't expect all of them to be worthwhile to every clan. What may not be beneficial to your clan may be very beneficial to 99% of the other clans out there.
The first step is getting the developers to look at it and say we can do this this and this now, we will do this at a later date, and we will never do this.
lets get past the first step before we delve deeper into whats needed and whats not

The only thing that I feel personally could be justified as "needed" is increasing the limit; since for a tiny minority of clans a 100 ban limit may not be enough.
The rest is QoL that you could implement yourself if you wanted to using Spreadsheets etc.
I echo, if you are being harassed, then this should be your order of conduct:
• Ban the accounts harassing your clan.
• If the offenders create lots of accounts, ban all of them.
• If you run out of ban list space, remove the eldest entries.
• If the offenders keep creating accounts (more than 100) causing you to run out of list space, switch Clan to no-Guests and contact Jagex via this forum.

I support an increase if that is easily done. Don't need it personally, but diversity of clans is important and if another clan leader needs it, then its supported.
Agreed with all, the most pressing issue is the limit of 100 players on a clan's ban list though. It is extremely easy to max that out, and many of the people on our ban list we will never unban. Ban list space increase should be the top priority in my opinion, followed by the ability to add notes, followed by name changes. These are the most important areas that need updating to allow clans to accurately keep track of our ban lists. I agree with the other points, but these 3 changes would in my opinion address the most pressing issues with clan ban lists as they currently exist.

I've seen cases where clans have had to max out their entire ban lists because 1-2 trolls with alt accounts.
In extreme circumstances where the regular banning, reporting, and ignorance tools fail you should escalate the issue as serious harassment via the
Flag A Concern
thread.
I.E. if there's 1-2 trolls harassing you with 100s of accounts I would contact Jagex staff here; that's exactly what the thread is for.
You do have the tools to
mitigate
this by blocking Guests; so you're hardly "desperate" for solutions even in the worst circumstance. Now that has the obvious downsides but it at least removes the need for urgency whilst Jagex Staff intervene.
Just a side note, I've left detailed info on several occasions over the years about former members that have harassed us for months and in some cases years (see below). We've posted about toss away f2p accounts that mass spam and harass our clan too. In pretty much all cases we've posted on the Flag a Concern thread nothing was really done. Heck, I've reported a few ppl countless times for harassment ingame and they've never been muted or had any disciplinary action taken against them (to my knowledge).
Infact, one couple was in our clan approximately 2 years ago and left, and have been harassing us off and on for the past 2 years. Started another clan, tried to poach members, put alts in our clan, etc. Indeed, they came to our clan homeworld on DXP Weekend and were harassing our clan in public. Unfortunately contacting Jagex doesn't necessarily solve problems, often times you don't even get a response and nothing changes - the harassment continues and in some cases becomes more intense. Yes we can keep reporting players who break rules, but without Jagex acting on them, its honestly wasted effort. Sadly we have a long list of players that fall into this category.
I definitely support, especially for adding notes of some sort. Could be as simple as friend list is, where there are fairly limited characters but that's plenty for most cases. I'm the only one who adds to banlist for us really, but it would be very helpful in general.
I also don't see why the list should remain as short as it is. Ignore lists are four times the size for an individual, and many clans have been around for years. Closing off to guests isn't a viable solution for a group the size of many of our clans. Something like that works when it's a small group but as mentioned, guesting is an integral part for my clan and many. Both to get to know people but also busy to further foster a social community.
I'm in no condition to post. Wait a minute - I don't have to listen to myself! I'm drunk
100% support, My clan is not that big and we're no where close to the max limit in ban list but we have passed halfway mark a while back, and I'm sure as we get bigger it's going to get filled very quickly.
Especially with our strict Admins, because we do one warning and Kick + Ban.
Let's say it gets filled overnight, I don't want to remove the first 20 members from ban list for sure because I know what they have done, but now lets say one of the admins has to remove a person to add a new person to ban list that old one may come back into clan and cause same drama.
