From the second post on the first page, under the table of contents, you can navigate from:
Clan Chat > Ban List and dealing with guests: On expanding the clan ban list
If there's a topic I've wanted to read about, I've either been able to find it based on what category I think it'd fall under, and if not, I either find it in the 'Other' section or a create a new thread
