Your Citadel is not "preserved" by not entering it for an extended period of time. It is infact prolonging its destruction.

By not entering your clan's citadel for multiple build ticks, each of those weeks of missed upkeep pile up waiting for someone to enter. Once someone does, it will trigger a new build tick effectively resulting in all of those missed weeks of upkeep taking their effect as well.

The citadel and skill plots will downgrade, but I believe cosmetic upgrades (such as statues) will not be destroyed.

I'm sorry to see that you've lost 5 tiers from your citadel, but if we could max out our citadels then just stop using them to preserve them forever, that would be unfair for the rest of the clan community.

Thank you for the reply. You're right, of course, but I wonder what will happen next build tick...

It seems like a little clarification is in order. I would still like a Jmod to reach out to answer my questions, but I think I can answer some of them on my own. I'm going to paste my above questions below, answer a few, and I hope that a Jmod can fill in the gaps:

-(Can we get our citadel back in any way, shape or form)?
A: No. The citadel must be maintained with upkeep to be kept. A script runs when the first visitor enters after a build tick resets to account for the amount of time that has passed.

-How could this have happened? Dropping down to tier 2 in the time that passed doesn't really make sense. (I am seeking clarification on the "script" that ran, the math doesn't add up.)

-Why were we not alerted to the degrading of the citadel by the clan home page?

A: In essence, the citadel was always T7. Once it was visited, the script mentioned above ran, and imposed those changes on the structure instantly. This facet of the problem seems like a unintended glitch, and perhaps should be fixed.

-Why did the build tick start without a visitor? Why did we only have 3 days to our current build tick left when our first visitor went up yesterday? (Again, I would like to know exactly how that script works. On every other occasion someone has visited the citadel, the timer would start at 6d, 24hrs, 59mins.)

-Why was fealty 3 preserved among the eligible members, but our citadel was not preserved?
A: Fealty appears to be focused on the player, but the citadel Tier focused on the clan as a whole. Individual players won't be punished for taking a break, but the whole clan would be punished for taking a break from the citadel.

-What is going to happen to the decorations that are depicted in the above screenshot? What about the Grand Avatar Habitat? What should I expect to see happen in the next build tick?

-Is what happened a glitch, or is it intentional?
A: The script that enforced the changes was intentional. Anything else that happens (like the pictures in the above link) may be glitching.

I have to wonder how people in this forum would vote if a poll were put up in here to ask whether upkeep should be scrapped entirely and resources only apply to upgrades.

I would like to know the results of such a poll myself. I know that I would vote to get rid of upkeep. Sometimes real life gets in the way. Sometimes game updates get in the way. The average player may ask themselves, why mine in the citadel when I can mine in Elf City?

Well putting aside the fact you probably shouldve asked what would happen if you locked out your citadel before trying it out, the way the citadel works at times isnt the best, its mostly down to some coding issues and difficulties surrounding how it links with you as the player and the citadel worlds.

I really dont see any reason as to why citadel upkeep should remain, Its just a boring chore that adds a sour aspect to a piece of content which is initially fun. Its another aspect of clan content that has a poor design to it in regards of making the clan system a more relaxed and enjoyable experience.

For most new clans or clans who like to remain small they dont even address the citadel as something to go for not because they would never be able to reach tier 7 but because they will never be certain that once they reach it they will be able to keep it (waste of time) and this shouldnt be the forced mentality onto a piece of content thats mainly cosmetic.

Now like many others in the past i have said to people "well its just a citadel your clan either wants to do it or they dont, pick one" which is a valid way to look at it but then i started thinking why should that be the case? why shouldnt all clans have a realistic chance at aiming for tier 7 without feeling like they would never sustain it.

Doesn't it only take 5 people for upkeep now?

I don't see where the issue is for maintaining it.
It is supposed to be something prestigious to have a tier 7 citadel with a "trophy vex"

No, it doesn't, atleast for t7.

You need at least 5 people to visit for all tiers.
