EDIT: I since posting this I have seen this thread, and while it answers some of my questions, I would like to have answers to some of my other questions below. I wish the above thread had existed in September.

Hi! My Clan is currently experiencing a significant issue with our citadel. To summarize it, we dropped from a Tier 7 citadel on our Clan Info Page to Tier 2 in the course of one day. On the build tick that our clannies had last entered the citadel, we had fully paid for upkeep, but when the first visitors of the tick entered the citadel yesterday we encountered a shrunken, dilapidated husk with 3 days left until reset.

As baffling as it sounds, we were equally baffled. I wanted to ask for a Jmod's insight into our situation, and maybe a resolution, if possible.

Now, you may be thinking that this sounds very far-fetched, and it does. In the interests of full disclosure, I want to give a little background into the issue.

Our observations: We observed that a build tick would usually start, and reset would occur, when the first visitor of the new week would come up into the citadel. We have on many occasions seen our build tick start day slowly drift from early in the week, to later and later in the week, or even jump a few days. The build tick would always start with 7 days. Furthermore, as long as a player doesn't visit a citadel, their fealty is preserved at whatever they last qualified for, even if they fail to visit for multiple build ticks.

A reasonable conclusion might be: A visitor is required to reset the build tick. Fealty can be frozen by not visiting the citadel.

A theory: What if no visitors went to the citadel after reset? Wouldn't it be frozen in time, just as fealty is?

A Plan enacted: About 4 months ago, around September, our clan was finding it more and more difficult to encourage visitors to help us with citadel upkeep. It was becoming a large burden to the ranks, and a source of stress. In order to get a bit of break from the increasingly repetitive and difficult weekly grind, I proposed that we could freeze our citadel if no one from the clan could visit.

After getting a consensus agreement, we proceeded to revoke visiting privileges to each rank within the Clan Settings menu, and we banned each clannie from visiting the island, citadel, and keep, one by one, with the hope that after a small break, we could come back to the citadel, undo the changes, and pick up where we left off.

After a couple of weeks had passed, we saw that per the Clan Home page, it still listed our citadel as Tier 7. We considered the plan a success, and bided our time until we could get enough active members interested in helping out again.

Yesterday, after 4 months had passed since “closing” the citadel, we felt that the time had come to open it back up. We checked the home page and saw that the stats still reported it as Tier 7, but we found that the citadel was now Tier 2, dilapidated, with 3 days left in the build tick. The first visitors were automatically announced in the clan chat, and we stood there aghast.

We're disappointed and confused by this turn of events. If we had been informed that the citadel was Tier 6 on our home page, we would have swiftly acted to remedy the situation, but instead we dropped 5 tiers instantly upon entering and the home page was updated with the "new" tier shortly afterward.

In some ways, our T7 echoes back to us in its dilapidated state, in that the decorations appear to be intact, even the grand avatar habitat. (Sort of?) Please see these pictures: http://imgur.com/a/Pqm1i

You can see what happened when I first looked at the customization menu, and then what happened when I looked at something else, and clicked back. All the decorations that we had before were visible, and the green dots on that menu corresponded to decorations that would never be present in a T2 citadel, like the Grand Avatar Habitat.

The intent of my posting this thread is to find out the following from a Jmod:

-If it is possible, it would be very nice if we could get our citadel back, even t7 dilapidated. We understand that there may be procedural or technical limitations to this. We are also open to solutions that would allow us to keep the decorations we've already purchased (Grand Avatar Habitat, Clan Dragon, etc.), but not necessarily the plots, or any variation or combination thereof. Anything at all would be helpful.

-How could this have happened? Dropping down to tier 2 in the time that passed doesn't really make sense.

-Why were we not alerted to the degrading of the citadel by the clan home page?

-Why did the build tick start without a visitor? Why did we only have 3 days to our current build tick left when our first visitor went up yesterday?

-Why was fealty 3 preserved among the eligible members, but our citadel was not preserved?

-What is going to happen to the decorations that are depicted in the above screenshot? What about the Grand Avatar Habitat? What should I expect to see happen in the next build tick?

-Is what happened a glitch, or is it intentional?

Your Citadel is not "preserved" by not entering it for an extended period of time. It is infact prolonging its destruction.

By not entering your clan's citadel for multiple build ticks, each of those weeks of missed upkeep pile up waiting for someone to enter. Once someone does, it will trigger a new build tick effectively resulting in all of those missed weeks of upkeep taking their effect as well.

The citadel and skill plots will downgrade, but I believe cosmetic upgrades (such as statues) will not be destroyed.

I'm sorry to see that you've lost 5 tiers from your citadel, but if we could max out our citadels then just stop using them to preserve them forever, that would be unfair for the rest of the clan community.

So you're basically saying that you tested a theory, it didn't work out, and now you want Jagex to fix everything for you - whereas in fact the only real issue is that without visitors, the tier shown on the clan page doesn't update properly.

Sorry, but you left your citadel alone for months (rather than, for example, testing your theory after a week or two). It was unreasonable to expect it not to change.

The settings are misleading and it does look like it can be locked and frozen. Sadly, that's not the case at all.

I have to wonder how people in this forum would vote if a poll were put up in here to ask whether upkeep should be scrapped entirely and resources only apply to upgrades. @Lisaa_RS - Followed by @Runescape

There is one thing I would like to add:

It doesn't hurt to ask. It may be a really big longshot to ask for our citadel back. It may be impossible. But, it doesn't hurt me, or anyone else, to pose the question.

Additionally, we are prepared and willing to work to bring the citadel back to its former glory. Don't misunderstand us, please.

In fact, there is a silver lining of sorts, we can correct some mistakes that were made along the way the first time, and polish the citadel in a way that few other clans will ever experience.
