Support as I know this would be good for a lot of clans.
Having said that, we firmly believe that the citadel is here for the equal benefit of all the players in the clan. Locking a skillplot so that player 1 can mine 2700 ore and player 2 can smith 2700 bars (presuming charcoal is available) and then blocking players 3 and 4 from mining or smithing when its convenient for them would seem to favor the players from country X over country Y based on reset time, work/class schedules, etc. Closing the precious ore when its done so people get the regular ore as well makes sense. But closing a skill goes against the grain. Thankfully have never needed to lock any plots. Plenty of maxed players still pop up to the citadel weekly to make sure upkeep isn't an issue.
