The exact values don't necessarily need to be taken if Jagex are concerned of imbalance. Just the concept that you don't need an Avatar following you every where to get it's buff is good enough.

Let's put this into perspective: Your Clan has 265 clanmates, with an average of 60
visiting
the Citadel every week. That's only, approximately, 23% of your clan visiting the Citadel.
Further to this, your Clan has an average total level of 1794 - this means that actually, most of your Clanmates
need
the XP in order to achieve their 99s. The Citadel to them is still a highly attractive concept because it's both free and easy XP that their account needs in order to progress in the game.
But what about if your average total level was closer to 2595? Then, you'd probably see nowhere near 23% visiting the Citadel; the clanmates no longer need the XP, therefore, they no longer use the Citadel; it becomes irrelevant to their gameplay.
Incursione for example has a Total level of 2356, with 160 Clanmates. We have at most, perhaps, 25 players visiting the Citadel each week - which is only 16% of the clan. Quite disappointing, considering how much development time went into Citadels. Most of our higher levelled players do not actually want to do it, either - they just do it to maintain it.
My concept however, makes the Citadel relevant to all players, in particular, the ones that have maxed all of their Citadel skills - because it offers them bonuses that they can still put to good use. The problem with the Citadel is that it is catered towards low-levelled players who cannot afford good XP rates, or still need the XP; higher levelled players need neither of these things, but they could however still make use of the various perks I've written in the opening post.

If you needed to reach your 'full cap' in order to recharge it, then Clans with higher levelled Citadels would be disadvantaged, as it takes longer to cap fully for higher-Tiers Citadels.
The 1/900 resources also allows players to have multiple different bonuses per week - as opposed to being limited solely to one. Furthermore, based on the bonuses being, generally, quite a short-sweet benefit, having multiple per week makes them worthwhile in obtaining.

- Made changes to the Insignias so that they do not need to be carried in order to be used. Players now activate their bonuses, which will last for a finite amount of time - when the bonus is active, an icon will display on your buff/debuff bar.

Old Goats is in an almost identical position. We worked hard to get our Tier 7, 3 Avatar Citadel and are proud of the accomplishment; but nearly all of us are 99+ in the citadel skills. SubZero's proposal would be most welcome.
