Insignia Buffs and Avatar buffs would stack. So if you had paid your 300 Anagogic orts, and have an Insignia active and an Avatar bonus affecting you, they would both benefit you.
For example, the maximum boost from an Avatar + Insignia (under my current balancing) would be 6% from the Avatar, then 10% from the Insignia if you had four other clanmates nearby, for an accumulative 16% XP boost.
This is my starting value anyway, if people think that's too high/low, please feel free to suggest alternative figures.

I agree. You should need to be eligible to acquire Avatar buffs before you can charge Insignias. I'll add this to the post.
