Has it been explored internally that perhaps players are voting based on past judgement?
For example, very few players I've met, including from my own clan's experience, actually
like
participating in clan content such as the Clan Citadel; this may have made them hesitant to vote for any more Clan content.
I agree with your notion on the topic of Clan Banks in particular; it's a huge development task and although it would be a brilliant feature for Clans as a whole (such as Clans being able to have sets of equipment in their bank that any clanmate could loan at any time).
Realistically it isn't ever going to happen because in terms of gameplay it offers minimal benefit to most players; just convenience to some who don't own their own combat gear/items.

I do think that you guys could successfully push hard on
small
updates for Clans that would make a
big
difference.
Here's a couple examples of Updates I'd consider small to medium, that would make a huge difference to clan content:
Make Citadel more AFK
Make the most boring plots more AFKable without changing their XP rates. If you can't make it fun (which you can't, objectively) then make it lethargic/relaxing.
Anagogic Ort rework
Instead of deleting Anagogic Orts, keep them as a currency that you can only earn whilst Skilling in the Citadel. Make players earn approximately 1 Ort per resource in the Citadel. Allow players to use these Anagogic Orts to purchase new rewards from the Citadel Quartermaster, such as:
1)
- Consumable that allows an Avatar's full power buff to work no matter how far away you are from it. (Could could 500 Orts for one Consumable which lasts for one hour.)
2)
- Consumable that 1.5x the XP boost you receive from an Avatar. (Could cost 1000 Orts for one consumable which lasts for one hour.)
3
- Consumable that resets your cap for the week. (Could cost 5000 Orts.)
Random resource drops and XP to the Battlefield NPCs
Make it so that each time a Citadel battlefield NPC is killed, there's a chance they'll give you Citadel resources towards your cap. Could be balance so it takes approximately 40 minutes per 900 resources (so 2h to cap a Tier 7 Citael).
Could add a small amount of Combat XP to the Citadel battlefield - but nothing more than 50K combat XP/hour at most for high levelled players. Buff Citadel NPCs to be stronger. Perhaps add new NPCs that can use Abilities?

If Clan updates had rated higher in the player survey then it would have been part of the major updates we were looking at for this year. Clan Updates are not a high priority for a large body of players, and even rates significantly lower than other Quality of Life updates when we look at just those. We argue hard internally for Clans but the numbers are very difficult to counter, even with the other numbers I have available that do speak positively to clans.
Just an FYI,
In fact the clan permission rewrite DID finally gain the lead support in runelabs (conveniently) right as it was decided to be removed by Jagex. We were told the entire time Runelabs was in affect "Gain the support their and we will deliver". We did just that. Of course when this was achieved, new content was thrown out there which of course would have gained better support.
I for one TBH have lost faith in any substantial updates for clans. As has been argued before, the general populous of players should not be a part of clan updating polls. This should remain secluded to the Clan Leaders. But that's just my opinion. Bump clan support against game content support in open populous polls, Everyone already knows game content will win every single time.
Want to make an impact to clan updating? Close clan updating polls to only the clan leader community. Beyond that, all this bujwah and mumbo jumbo going back and forth asking for clan updating is a waste of time, effort and server space in posting.
i suggest maybe have a clan bank at citadel where everyone can contribute to the bank and allow maybe key ranks or even just the owner to lock it and unlock it for a week etc to collect items or money

The poll in which Clan Updates gained support was the poll to be included in the player survey. Clan updates were therefore included in the player survey but failed to garner substantial support, even compared to over Quality of Life projects.
