How they work for buyables is basically higher xp drop (i.e. higher cost) = higher chance.
In the citadel you are getting a relatively high xp drop (for buyable skills) at no cost at all, which is imbalanced with non-citadel skilling.

In the citadel you are getting a relatively high xp drop (for buyable skills) at no cost at all, which is imbalanced with non-citadel skilling.
So because there is a cap at the citadel and to be honest the xp rates are not that great would be safe to assume for me personally that it wouldnt be at all imbalanced.

But its not that high and its capped weekly, i dont see the issue.
Seems an excuse because you dont want to code it in at the citadel.
