Has something changed since I was last decorating my Citadel, or has it always been like this? Or is it a bug?
Last tick, I set a dynastic arsenal to be built in place of an existing phoenix arsenal. Its percentage completion was listed as N/A, and its required resources all said N/A.
Which I reported as a bug.
As soon as we reached the build tick, the dynastic arsenal was immediately built, even though we had nothing like enough bars to build it with.
Which I also reported.
Based on what I've seen since, I've concluded that we were charged nothing for the dynastic arsenal, as it required fewer resources than the phoenix arsenal that was there before.
This week, I decided to set a gilded base and adorned flagpole for my Citadel flags, rather than the baroque base and filligreed flagpole that are there currently.
And the total cost for that change, which ought to include the cost also of a new brocade flag if I'm not mistaken, is listed in my upgrade jobs as just 10k wood and 3k precious bars. That is, the amount extra that my new options cost compared with the previous ones.
Now, that's not right, is it? A new Grand flagpole with these components ought to cost 60k wood, 27.5k precious bars and 69k cloth, no matter what was built there before it. Shouldn't it?
If it's a glitch across the whole non-tiered upgrade system, setting any upgrade over the top of another one that cost more should give the N/A result.
And setting one over the top of an upgrade that cost less should list the price as only the difference in costs.
I'm certain it used not to be doing this. I upgraded plenty of items on our way to T7, and I've never seen these weird numbers before.
I'm fairly sure we have changed decorations before and had to pay the full cost for the replacements. It was some time back, maybe as much as two years, but I seem to remember the Owner 'downgrading' the decorative bushes and we had to gather full resources to cover the cost.
I'll check if we have anything I can replace and see what happens.
As far as I'm aware, if you set a new cosmetic upgrade to replace an existing cosmetic, and both have the same resource requirements, it's just a simple swap.
If you set a new cosmetic upgrade to replace an existing cosmetic, but the new cosmetic costs less than the existing, it's again just a simple swap, but you won't be refunded the surplus resources.
The final scenario, if the new cosmetic upgrade costs more than the existing one, it starts off with the base resources of the existing one and you need to gather the remaining resources to make up the total cost.
After playing about with entrance statues in our Citadels, we've found this to be the case anyway.

I'm certain it used not to be like that. If it's changed and that's how it's meant to be now, great. I just don't want to start setting new stuff that costs far less than it's meant to, and find afterward that I've been exploiting a bug.
We wanted to swap our Grand Guthix Symbol statue with our Grand Squirrel statue.
The Guthix statue cost:
. 40k Stone
. 10k Metal bars
. 2k Precious bars
The Squirrel statue cost:
. 20k Stone
. 2k Metal bars
. 2k Precious bars
Swapping the Guthix statue for the Squirrel statue gave us a
N/A
in the Upgrade tab and just automatically changed after reset to the Squirrel one.
But with the Squirrel statue swap to the Guthix statue, we had to gather an additional 20k Stone and 8k Metal bars for it to change.
The same swap for swap happened when we moved some combat pillars around the Citadel.
I've asked before about changing the Clan Dragons colour, but unfortunately it must be scrapped and restarted to do so, sad times.
We made these changes earlier this year in February.
