This perspective contributes to the problem.

It seems to primarily be about what the individuals are getting out of capping (e.g. - keeping up with 3 star fealty for bonuses and xp and getting the ava bonus whether they're contributing at the citadel or not). This is a more common attitude than clan members wanting to give back to their clan by helping out with a group effort like the citadel. Some still want to give back to their clan, but many do not. It's all about what's in it for them.

Many players in clans don't want to spend their time at the citadel because they don't think it's worth their time.

Smaller clans can only reach upkeep if the ones capping do so fully. Partial caps will not account for all the resources needed.

Reduce the time it takes to fully cap so players are able to return to their individual goals that they obviously care much more about than the citadel.

I'm not sure how i feel about this but i do agree with some of your points.

I'm sure the upkeep requirement has been reduced in the last few years but the upgrade requirements have been increased, my clan found it extremely hard to meet upkeep some weeks so this update really helped but i don't think it should be reduced again.

As for more incentive the xp that can be gained in the citadel should be incentive as it is but people are lazy, i often try and show new members around the citadel when they first join which takes awhile perhaps jagex should add some sort of capping tutorial when joining? that way we don't have to relay the information time and time again?

It is because there are better ways to train xp that makes the citadel fail. However, if your clan members dont want to contribute to your clan in some way shape or form, they dont belong in your clan.

The citadel needs to somehow have every single skill worked into it. The upkeep honestly should just be removed entirely and the only real costs should be the upgrade amounts. For the simple fact Citadels are essentially cosmetic floating islands. with a few perks here and there.

Skill plots expansion - inclusion of all skills. allowing choice of bonus exp in all areas (someones thaler and costumes idea was equally a good idea)

There definitely needs to be a dungeon with monsters for combat players to kill for non specific resources.

A fantastic update would be beefing up the battlefield so that it becomes a mini game corner where a clan can mix and match existing mini game elements to create their own games. Currently this is under utilised because essentially it's designed badly and has no real fun to it.

I like the idea of orts only dropping during capping in cit. That way those helping in cit to maintain or have an avatar are actually helping and doing something for themselves in the proces.

Other then that i think its fine, just the way it is now.

Its a good system tbh.

Fealty vs more xp, quartermaster reward, free xp, clancloak reward, avatar bonus, for those using it, the battlefield options. I think there's more then enough incentive as it is tbh.

I've noticed with our clan that, how the clan approaches the cit makes a huge diff. Its not about what Jagex can do more for the citadel to work for you. Its about what you do as a clan to make it work.
