Citadel benefits promote leeching. Most clans can get by on upkeep with a small percentage of their clan actually doing the capping. This is unfair and unwise that the system promotes having other people doing the work for you while you reap the benefits.
I agree. Something has to be tweaked for incentive's sake. I support idea number 1 on your list:
Restrict avatar buffs to just those who contributed at least 400 resources to the previous week's resource total.
When Clan Avatars were first introduced, our clan decided to craft rules and standards that governed the Avatar Wardens to uphold the harmony among those with access.
Rule 6 states:
Visit the clan citadel once a week.
Even with being the clan leader, rule 6 is ignored which is why I am fascinated with your idea number 1; and what it potentially brings to the table.
Here is why: If I remove Avatar Warden access for not following this rule, that would make me the bad guy. The person who is demoted would end up leaving the clan, which is what I don't want to happen.
Your idea would remove the need for our rule 6 to even exist.
Instead of leaders having to restrict access, Avatar Wardens would restrict their own access by not achieving the 400 resource requirement.
Now for an idea.
Anagogic orts. Anagogic orts are a nice feature, but majority of the orts I collect are collected outside of the citadel.

Does no one else see a problem with this? Anagogic orts which are meant to grant the weekly buff from the avatars, which are accessed in the citadel, majority of the orts are earned outside of the citadel. Anagogic orts could be merged with citadel capping.
