Support, making overloads and previously extremes untradeable is outdated design and personally think it never had a place in RuneScape. The reward for having the herblore level is that you can make something that others who might not be able to or want to want, and so you can make a profit off of that. If they really want you to have the level to benefit from it, just require the level to use the potion.
