Notes on having read the thread:
• It's not the same thing as in 2002, it's had changes since then - not least when the whole combat system, and every piece of equipment was overhauled (a long, drawn-out process, which still hasn't been finished)... so it's not entirely accurate to make out it's been ignored for 20 Years.
• The Gowers (any of them), have had a long period of little-to-no active influence on the game, and they certainly aren't dictating whether things get updated or not.
• When it was released, we were under the old combat system, where an items usefulness was not so linked to tiers - especially unique items.
• Excalibur wasn't even a lvl 40 weapon, it was a lvl 20 weapon - it just happened to have lvl 40 stats.
• Special Attacks were an additional thing, which could make something very relevant, even if it had low level stats (more so than is currently the case).
• There are
three
versions of Excalibur: Excaibur, Enhanced Excalibur, and Elite Enhanced Excalibur.
While I support the idea, I think the difficulties lie in having the ability to own both forms of the weapon at the same time, which means they have to have a shared cooldown, in order to prevent you using both of their unique abilities, at once (though that wouldn't actually be game-breaking, with the current range of other boosts); as such, the standard Excalibur gets saddled with its enhanced version's penalties.
There4, it may be more effective to add an argument as to why it may be ok to be able to activate both boosts, at once, or why they should prevent dual-wielding/owning the standard, and one of the enhanced versions, at the same time.
All the Excals have uses for Irons, DIYs, low-levels, and people strapped for cash, and are still considered relevant gear for fairly mainstream setups. This means it's important that they work well, and don't get neglected. People still aim for EEE, so having a well-balanced early stage prevents forcing poor content en route.
