Regular Excalibur boosting defence by a small amount, but putting all healing ultimates on cooldown doesn't seem like a great quest reward to me...
It shouldn't be putting ultimate healing abilities on cooldown - there is no relevance between them. Only enhanced Excalibur has relevance, as that has an ability that does heal.

A lot of content have cooldown in this game, not just abilities or enhanced Excalibur. For instance, Disruption Shield which is a Lunar spell, not an item or even an ability. Nobody should doubt the usefulness of Disruption Shield.
Nobody said all quest rewards have to be "great" anyway.

What unrelated thing Enhanced Excalibur shares it cooldown with?

Because +8 defense since 2002 has become antiquated if not means very little as new buffs from just the lowest tier normal potions give higher boost that that.

As such, it's still a helpful buff. It still has use even in this age, especially for extended combat trips, poor players, low level players, or ironmen.

It is a matter of spending time on completely antiquated content that even Andrew Gowers didn't bother to look at in 2002. Why should we care about a really outdated item even lowbies doesn't use in 2021?
I wouldn't say completely antiquated. I gave some examples in my previous post.
Also, for consistency sake. The shared cooldown is unrelated. It would be a very easy ninja fix I think.
