I'm not sure if you understand my original post.
Regular Excalibur boosting defence by a small amount, but putting all healing ultimates on cooldown doesn't seem like a great quest reward to me... O_o

It shouldn't be putting ultimate healing abilities on cooldown - there is no relevance between them. Only enhanced Excalibur has relevance, as that has an ability that does heal.

A lot of content have cooldown in this game, not just abilities or enhanced Excalibur. For instance, Disruption Shield which is a Lunar spell, not an item or even an ability. Nobody should doubt the usefulness of Disruption Shield.

Nobody said all quest rewards have to be "great" anyway.

There's nothing wrong with it having a cooldown in a general sense.
The problem is that it shares a cooldown with something that's unrelated.

Enhanced excalibur's shared cooldown makes sense whereas regular excalibur's doesn't.

What unrelated thing Enhanced Excalibur shares it cooldown with?

Regular* excalibur's boost (which provides +8 defence points) has a shared cooldown with all ultimate healing abilities. That's what's unrelated.

Because +8 defense since 2002 has become antiquated if not means very little as new buffs from just the lowest tier normal potions give higher boost that that.

The fact that better boosts are available doesn't justify an unrelated shared cooldown imo.
Regular excalibur is an infinite source of defence buffs, and it only requires 1 inventory space.
As such, it's still a helpful buff. It still has use even in this age, especially for extended combat trips, poor players, low level players, or ironmen.

It is a matter of spending time on completely antiquated content that even Andrew Gowers didn't bother to look at in 2002. Why should we care about a really outdated item even lowbies doesn't use in 2021?
