so my primer membership renewed but i was only able to claim the new cosmetics and not an addtional 3 tokens for this years membership whats going on? i thought we get 3 new ones when premier refreshes in nov no?

They haven't added the items from last year's steam premier membership to it so far and other than that they certainly are releasing eligible cosmetics than tokens - which is fine, so players eventually could catch up. Unless they come up with some entirely different (like let's say old prime items), I just would suggest players should be allowed to convert the tokens into a tangible amount of oddments. Improvements: Tooltip / (F2P) QoL v2

Iirc the tokens have usually been given at intervals throughout the membership so you won't get all 3 at once.

Goto Marketplace> Benefits> Premier Items and scroll down to Premier Tokens and click bar 3 times to claim and they appear in your inventory

Interesting Got my Premier Reward Token and activated it and to my surprise there are no rewards in any of the categories.

Will there be new rewards for loyal premier member or is that it and I collect these tokens in my bank...

Oh you collect them. I have 13 now, because it's been so long since anything was added to the list of available items...
