Some good out of the box thinking, but I'm struggling to see how pick pocketing in that scenario would solve anything.
Remember that even with this change, the CE source would still be situated in the Wilderness, so the preferable option for players which will always exist would be to simply kill the player, rather than engage in a slower risky pick pocket mini game that might be countered - even by bots once the bot software adapts to the change.
The existing problem would persist - actual skillers would still be put-off collecting CE because they'd still be easy PK targets, and the bots are going to persistently bot it regardless. Regardless of whether it's dumped into the economy by bots, or stolen off the bots and dumped into the economy by a player, the value of CE would suffer the same.
So the only solution I can see is a small tweak to your idea: move the CE out of the wilderness. This will make CE more desirable for the general player base to farm, devaluing it for the bots since others would be able to farm it, and ensuring there's always a sizable number of thieves at the CE gather point - even skillers could get in on the act safely and make bot effort null and void.
But the pick pocket feature provides your risk factor: a person with a higher pickpocket skill would be safer than someone with a low pickpocket skill (the bigger the difference in skills, the faster or slower the bar moves depending on who has the advantage).
Go in with a low pick pocket skill and you're going to get your CE stolen often. You could still attempt to gather CE, but you'd need to be constantly aware of what's going on around you and run if you see other players - similar to how you need to be cautious in the Wildy. The only difference is skillers could potentially improve their standing and be the ones with the advantage if they train their pick pocket skill (non-combat).
