The sun was rising over the Missouri river, making colourful patterns dance on the walls and ceiling of the office. At this hour, most of the city would be getting ready for work or school. The roads slowly filled with buses and taxis, with the occasional car showing up here or there. Bismarck was still a mostly grounded city, and there was no need for skylanes.

Graham Forrest looked out through the floor-to-ceiling reinforced window of his office. This view was still new to him, he had received his promotion only a week ago after a successful treason prevention operation on the aircraft carrier Nagini that had resulted in the arrest and indictment of two senior officers. He had been transferred from a small, stuffy bunk to an airy, high-ceilinged office on the twelfth floor. Built on the former site of the Bank of North Dakota, the NSB's Bismarck branch was a fifteen-storey-tall glass and steel building that housed the largest counter-terrorism operation in Dakota.

A buzzing noise came from his desk. "Answer," he said, without turning around. With a shimmer, a message appeared in the air in front of him.

Second Special Officer Graham Forrest,

The Government of Tanicia has captured a militia group that was transporting stolen military supplies from several nations, including Nera. Full inventory has not yet been done, but the Neran weapons included at least eight E-Web heavy repeating blasters and fifteen concussion grenade launchers. The full inventory will arrive tomorrow; investigate the source.

That explains the weapons, but do you sell surplus and outdated armour, vehicles and explosives? Because the rebels had those in storage as well.

The rebel militia has continued to perform attacks against the Tanician military and police. Even without the head leadership they appear to be extremely organised. A counter-insurgency force is now being created made up of Tanician Army, Air force, Task Group J86 and police units to directly deal with these rebels.

The Agency Director was quick to reply “Some of them sir, but most of the weapons and equipment are still unaccounted for. It appears that the Reachian firearms were surplus weapons sold to the general public. This makes them almost impossible to trace. Reach hasn’t confirmed if this is true for the armour, vehicles and explosives.*

*What about the other nations? Nera, Porschestan, Atlantis ?”

“Nera says they are looking into how their weapons were stolen, but as of yet none of the other countries have replied. Well except for Atlantis who just asked for the military equipment back”

“Regardless on how these weapons got here I want this rebel problem dealt with as soon as possible. Make sure no more weapons get into the rebel’s hands”

“Understood sir* The director quickly replied, getting up and leaving to try and implement the Prime minister’s wishes

Right, well, I have consulted with Wayne, and by consulted I mean asked him to design the simplest weapon capable of ignoring the TGE's defences such that an enemy with it would pose a significant threat to the Empire.

Unfortunately, said weapon destroys the universe as a side-effect every time it's used.

(As in, it creates an event that makes the Big Bang look like a spark next to 400,000 tons of C4, if I remember Wayne correctly).

So I'm going to have to Deus Ex Machina it into not having those side effects since destroying the universe is not allowed.

Anyone have any particular problem with that before I start trying to get something up?

Explosives? No. No no no. Those aren't sold surplus, they're used as EoD training. But armor, vehicles, & other gear; those are sold surplus or scrapped, determined by the condition of the item. Jeeps & Humvees (Well, the closest equivalents) just require a valid driver's license. A tank, if the armament is permanently disabled, (Like by filling the breech with concrete, or welding it shut...) doesn't take much more. Fully-functioning tanks are a nightmare of paperwork to obtain however, even without the pricetag for the actual machine.

The militia appears to be very well funded. VERY well funded.

Flyby gets up from his seat as an Agent walks into SOC and approaches the Prime Minister.

“Sir there is a security risk; you will have to follow me.”

“What has happened? Why haven’t my security been notified?” Flyby asked in confusion

“Sir we don’t have any time just come with me” the agent demanded grabbing the Prime Minister by the hand pulling him out the door.

The Prime Minister’s three security guards pull out their RGP6s aiming it at the unknown agent.

One of them shouts at the agent “Let go of the Prime Minister now!" lining up his pistol on the agent’s head.

Before the guard can take the shot gun fire starts up outside. EIDIs burst in to the room and gun down the guards.

"What the hell is going on!?” Flyby demands, trying to take in the stage events taking place.

“We don’t have time sir, take this you’ll need it” the Agent quickly responds passing Flyby a plasma pistol

The squad of EIDIs approach the Prime Minister, with one step in front of the rest. “Flyby Prime Minister, 3 platoons of indoctrinated Task group troopers have breached Parliament and are approaching this room with more surrounding the building. We suggest that you follow us.”

“Why can’t we just get beamed out?”

“Indoctrinated forces have set up teleporter and communication jammers. The only way out is via underground tunnels that lead to RDX transports”

The implications are concerning, especially seeing how the rebel Militia is made up of (or at least seems to be) disgruntled working class civilians. Not only hey shouldn't be able to afford even Tanician civilian firearms, they shouldn't be able to get the equipment past Tanician border controll

Marvin raced down the hallway and barreled out the side door onto the landing pad. The ship - an old YT-2400 freighter, had just begun closing its ramp.

" Dammit ," he muttered, and thrusted his staff in front of him, " Ventus! "

The gust of wind held the ramp open long enough for him to leap aboard the ship. He hunched over to catch his breath, but was suddenly slammed against the bulkhead behind him, and he found his wrists frozen to the wall. With a grunt of pain, he opened his eyes to see three wardens in front of him, swords drawn.

"Wait," he croaked, "I can explain."

"It's Holmes," realized one of the wardens. "Let's see what he has to say."

The ice cuffs melted into water and dropped onto the floor before disappearing into the hip pouch of one of the wardens - a waterbender, evidently. Marvin dropped onto his knees and rubbed his aching wrists. "The Merlin isn't trying to investigate Atlantis, he could've done that through the portals. He wants to start a war so he can perform a coup!"

"We know," replied the warden, simply.

Marvin blinked, "what?"

"We know," the warden repeated.

"But then - "

The third warden pulled out a wand, " Stupefy !"

And the lights went out.

Again, attacks on Reachian, and now foreign targets, have been executed with alarming efficiency. A bomb was detonated on the GEH embassy's grounds; killing 17 Reachian civilians, 5 Marines (~1/3 of the Reachian portion of the guards), 2 GEH diplomatic advisers, and 7 GEH guards. Half of the embassy was leveled, while what remained of the embassy has been evacuated for the time being to a more secure location. An R.E.C. battalion, along with GEH officials & investigators, has been deployed to rebuild the embassy and investigate the incident.

In addition, 3 days afterwords, an ex-military freighter listed as 'lost with all hands' 29 years ago was spotted in orbit around Lunus Alphus. Within 47 seconds of being detected, it executed a slipspace jump; 2 Emile-class vessels attempted to pursue, however the freighter immediately launched 3 high-yield fusion warheads. The ships survived the one near-miss, but had to break off. Approximately 9 hours later, the same freighter exited slipspace on a collision course with the RSV 'Phoenix'. The freighter collided with the 'Phoenix', causing superficial damage & killing 2 crew members; both of whom were doing exterior work, removing small pieces of space debris fused to the hull.

The motive of the attacks are still unknown, and now a substantial reward is being offered for any information leading to the mastermind(s) of the attacks. Identities or locations are ideal.
