Hey Swimgirl124, welcome to the forums.
Yes, you'll need to be a member. Head over to the Makeover Mage just outside Falador, and enter the photo booth near his house. Once inside, you can take a photo of your avatar that will be displayed on the forums.
Currently, there's a bug with the booth, which means that your picture won't be displayed. Try taking a picture without anything on your head, as this should still work.
