You know, so long as the guardsmen can maintain a 3:1 k/d ratio, they should end up saving the city. Even discounting cowards and fodder, I don't think this would be a hard quota - but reality has ways of letting you down, I suppose.

Historically, a defender on a wall was worth seven attackers on the ground, on average. Castles could be defended by a few thousand soldiers and probably win against a siege of up to a hundred thousand attackers. Castle sieges were common in medieval Europe, so much that they were not really documented all that often unless kings or great numbers were involved.
