Annie was asking where everyone was. Your sentence ended with "here", and "here" also happens to be the same place where everyone was NOT at a couple of hours ago, therefore you said that everyone is here.

If you added in "not here" without changing the "weren't", you would create a double negative, because that means the location that everyone was NOT at could be described as "not here", therefore they are here. So a correct fix would be:

"The same place they were at a couple of hours ago - not here." Beneath the gold, the Bitter Steel.

People weren't there hours before the post, and they still weren't there at the time I posted... meaning 'everyone' was anywhere else but 'here'. Whatever devious ploy you might employ, that is the only meaning I intended to imply.
