You have to understand that Soahc is, whilst being a brilliant strategist that can make intricate plots capable of outsmarting the very gods that try to govern these lands, also totally unhinged. He's generally careless and aloof, and overlooks things. If he formulates a grand plan and is seen to be vehemently sticking to it, that's generally when everyone should start getting worried. But yes, it was certainly daft of him to commission everyone to perform a task suited only for Sileo. But then again, he's considering you guys for his inner circle in this scheme.

I'd say no. Elementals are magical constructs. It takes a particularly competent magician, or a very long period of time, for an elemental to develop a personality and from that grow a soul.
